EN471:2003 is the European high visibility standard. This standard governs the specification of workwear where high visibility is required, for example on roads and construction sites. The EN471 standard distinguishes three different classes of garment:
Class 1
Typically trousers, offering the lowest level of visibility - 0.14 square metres of flourescent material and 0.1 square metres of retro reflective material
Class 2
Typically a waistcoat or any sleeveless garment - 0.5 square metres of flourescent material and 0.13 square metres of retro reflective material
Class 3
Typically long-sleeved garments such as jackets or the combination of, for example, a waistcoat and trousers, offering the highest level of visibility - 0.8 square metres of flourescent material and 0.2 square metres of retro reflective material
The Highways Agency Manual of Contract Documents for Highway Works states that "All those working on or near the roads should wear high visibility warning clothing (Class 2 or 3) complying with BS EN 471 paragraph 4.2.3.(b). In addition on motorways or other
high speed roads full length sleeved garments should also comply with paragraph 4.2.4".
